It met the legal requirement to publish a budget and little else, at a moment when public confidence in the district’s financial management was already strained. Leadership wanted more than compliance. It wanted a document, and a process, credible enough to win national recognition for budget transparency, something the district had never attempted.
We rebuilt a budget process that led to six years of recognition.
This K-12 public school district’s annual budget book was a rushed, 30-page document nobody fully trusted. We rebuilt the process from the ground up, and the district has won a national budget transparency award every year since.

The prior year’s budget had been assembled at the last minute with no milestone plan, and the roughly 30-page result reflected it: minimal narrative, no school-level detail, and little of the transparency a credible public budget requires.

No design capability to match the ambition
Producing a document with charts, school-by-school breakdowns, student artwork, and narrative context at publication quality meant using Adobe InDesign, a professional layout tool no one in the district knew how to use.

A legal deadline that couldn’t move
State law set a fixed date for the district to formally adopt its budget, regardless of quality, so there was no option to slip the timeline while the team figured out how to build something better.

Used the award’s own criteria as the project plan
Built a structured milestone plan around the national award’s requirements, turning an abstract goal into concrete, dated deliverables for school budgets, narrative sections, and design work.

Learned Adobe InDesign to meet the design bar the award required
Taught the publication layout tool from scratch specifically to intermix financial data, charts, student artwork, and narrative text at the quality level the award demanded.

Sat with individual stakeholders to draw out the narrative
Worked one-on-one with the superintendent, finance director, and school-level contributors to shape the story behind the numbers, not just format the data.

Built the training so the district could run it independently
Created an InDesign training guide and hands-on sessions so district staff could maintain and produce the budget book without outside support in future years.
